There is also a Teleportation License, which is more versatile, but considerably more expensive. 20% Will is required to teleport, except for quest teleports, which are build into the quest log. * If a player is already using a Teleportation License, the existing license's expiration date will be extended for the duration of the new license (it does not start over at 0).
