Kazō Yakusho had these tools created by his father, Kōza, after coming up with the idea for a police force made up of members of the Inagara Clan. He knew their use of their clan tools could cause some villagers to dislike them. By having a nonviolent way of stopping people, the police force's reputation would not fall.
