He served as an emissary for Valroum on numerous occasions, generally when it came to dealing with criminal elements that the politicians sometimes needed to use in extraordinary circumstances. It was generally well known that Zavos was more connected to crime than he should have been and that he took numerous bribes from criminals, but there was no hard evidence to prove it. Therefore, he remained in his position because there was not enough evidence to charge him or for Valorum to legitimately remove him from his position.

Though he was once in shape, Zavos gained a great deal of weight when he became a higher public servant. Many suggested that it was a testament to his greed and corruption, considering the fact that many people in the Galactic Republic, particularly on the planets where he was connected to criminals, were starving. Jedi Master Mace Windy gained entrance to the offices of Jango Fett on Nar Shaddaa using Zavos' name, and although Fett had never met Zavos before he did know that Windy did not fit the profile.
