  • Ira Gaines was an American mercenary and former Navy SEAL hired by Andre Drazen to assassinate Senator David Palmer and CTU Los Angeles director Jack Bauer, in revenge for their killing of Victor Drazen and his family members in Operation Nightfall. Using a small army of mercenaries and criminals, including Mandy, Jonathan Matijevich, Dan Mounts, Rick Allen, Greg Penticoff and Kevin Carroll, Gaines worked from a compound in the North Valley, where he orchestrated the kidnapping of Bauer's wife Teri and daughter Kim, in order to coerce Jack into assisting with the assassination of Senator Palmer. The plot failed, and after Teri and Kim's rescue, Gaines was killed in self-defense by Bauer.
