I am not entirely sure what you are referring to. Bleach manga is currently in a short arc, which is to be followed by a long arc. Bleach manga cannot have "fillers" as it is the original story. However, some obnoxious fans with gripe against Kubo often use the term "filler" to describe chapters that they don't like. These people are not to be taken literally.

However, the Bleach anime - which does have "filler" episodes, where filler is defined as stories that are not strictly part of the canonical timeline of Bleach manga and are often wholly original stories from the Anime Studio with minimal to no involvement from Kubo, will be starting a long filler season. The long filler season will start next week, this week will be the last of the anime's one-shot filler episodes.
