This facility was set up in the late 1960s by Umbrella in secrecy. Built within the underground ruins of the Ndipaya Kingdom, only high-ranking Umbrella researchers and the remaining Ndipaya knew of its existence. The center was built to study a plant species called the "Stairway of the Sun". This flower, when cultivated in the area, naturally produced the Progenitor virus. The installation of a Laboratory was also due to the flowers not producing Progenitor when taken from their natural habitat.

The center was built to study a plant species called the "Stairway of the Sun". This flower, when cultivated in the area, naturally produced the Progenitor virus. The installation of a Laboratory was also due to the flowers not producing Progenitor when taken from their natural habitat. The facility sent out Progenitor to Umbrella's top research facilities from then on until it was abandoned some time after the Raccoon City Destruction Incident was halted by the Sterilization Operation. After it closed down in 1998, most of the researchers who knew of the facility's existence were eliminated by the Umbrella Corporation in an attempt to cover their tracks.
