In the 62nd year of the Pendulum Wars, Ilim and his administration failed to come to an agreement over the national budget with the opposing Unity party. As a result, he faced a vote of no confidence, which was made worse by a disagreement with the Union of Independent Republics over an Imulsion bill. When it appeared that the vote would go against him, Ilim resigned rather than face the disgrace of being voted out of office.
