Philip John Rutland (1858-28 August 1931) was a solicitor and local politician. A native of High Wycombe in Buckinghamshire, he was mayor of the town in 1896-97. He had a legal practice in Chancery Lane, London, and was solicitor to the London Proprietors of Entertainments' Association. In this capacity he frequently challenged the increasing control that the London County Council exercised over the licensing of theatres.
