The most obvious way is to hover the planet in question and read the info card (pops up bottom right of the screen). If it is inhabited it will show the owner and various stats like health, populations, tax rate etc. Another way is to zoom out untill you can see the names of planets, the name will be grey for uninhabited/neutral, or the colour of the owner.
