Frane was a Neyel adolescent born on Oghen in the 24th century. His father was Gherran, the drech'tor of a Neyel military vessel. Frane was part of a religious movement which, driven by guilt at the horrible acts the Neyel had perpetrated against the native species of the Small Magellanic Cloud, was in favor of the annihilation at the hands of their deity, the Sleeper. However everything changed when Frane met the crew of the USS Titan, who convinced him there was a better way. After the destruction of Oghen, Captain Riker recommended that Frane take a leadership position among the Neyel refugees who had been taken to the Alpha Quadrant. Frane reluctantly agreed. The laws of Rutan and Senali required that the kings of the planet and the moon exchange their first-born offspring when they were seven years old, in order to avoid a war. When Leed was kidnapped by some accomplices of Taroon, Frane blamed the Senali, but eventually his son was rescued. Later, Leed, Qui-Gon Jinn and Padawan Obi-Wan Kenobi went to Rutan to negotiate with him where his son should stay. Then, they tried to free Yaana, King Meenon's daughter, from Frane's oppressions. After finding Yaana, Frane would not let her go if any Senali did not stay in Rutan, so Drenna volunteered to do it. Finally, King Frane accepted Leed's wish of stay

  • Frane was a male Mari who lived on the Mari homeworld in 2374. Prior to 2374, Frane had been arrested four times for harboring violent thoughts, which led to him being classified as a habitual perpetrator. Each time, those violent thoughts were removed by an engramatic purge and Frane spent several years in neurogenic restructuring. In 2374, he and Guill were part of a black market selling illegal violent thoughts to other Mari. He purposely collided with B'Elanna Torres on the marketplace of the Mari homeworld, so she would have violent thoughts which he and Guill would then steal telepathically. However, since Torres' thoughts were more intense than anticipated they overwhelmed Frane, who later attacked another Mari, the vendor Terril. Initially, Torres was blamed for the incident, but Tuvok was able to reveal the responsibilities of Frane and Guill.
