The Ilava II Government was Lovia's national executive government, ruling since February 7, 2013, alongside the 2013 Congress until the elections in 2014, when it was replaced by the Abrahams I Government. It was preceded by the Ilava I Government, which ruled during the term of the 2012 Congress. The 2013 Federal Elections, as in the previous year, delivered a Congress split into leftist, centrist, and rightist factions, making the formation of a coalition difficult. While the Labour Party, the Conservative Nationalist Party, and the Conservative Christian Party of Lovia began negotiations regarding the formation of a pro-confederate coalition, they were not successful.

While the Labour Party, the Conservative Nationalist Party, and the Conservative Christian Party of Lovia began negotiations regarding the formation of a pro-confederate coalition, they were not successful. Instead, virtually all parties agreed, as in 2012, to form a grand coalition across the political spectrum to form the executive branch of the government. Both William Krosby (SLP) and Oos Wes Ilava (CCPL) aimed to become Prime Minister, so a poll among citizens was held to decide which candidate should hold the office, which resulted in a clear vote of support for incumbent Ilava, who also received the support of many Labour MOTCs. Following Ilava's selection as the nominee for Prime Minister to head up the grand coalition, negotiations to form the government took place. While most ministries had a front-runner that would become the candidate for the office, the Ministry of Health was disputed among leftists and rightists. Taiyō no Eisei (CDP), the rightist candidate, would eventually become for Minister of Health after espousing his views to leftists who doubted his ability. In addition to the dispute over the Ministry of Health, a new ministry was created at the request of CCPL, the Ministry of Family, Youth, and Elderly. Since negotiations were not completed before Inauguration Day, set by the Constitution as the 1st of February, the Ilava II Government was not inaugurated until February 7, six days after the official date. The government proposal was passed by a two-thirds majority in Congress. In the near future, the Congress is likely to appoint new judges.
