Saniiro Matsudaira is the current Supreme Chairman and ruler of the Complex of Dejima. He was the only son of a father of Russo-Kazakh descent and a Japanese-born mother. In his early life, he was raised in a life of lower middle class in the region of Baikonur while his father was part of the local government. He was raised modestly in the community and attended to education normally from early education until higher education. Afterwards, he took the job of an industrial engineer in a nearby town outside of Baikonur, where he lived off a low wage, despite his previous level of education.

Soon after, the country of Kazakhstan fell into a state of panic with a downcline in government power, and a state of civil war broke out in the region. Shortly after, Matsudaira was conscripted into the military forces of the country, and rose to the rank of a battalion commander. It was during the war where his father was executed by the government for reasons unknown and his mother was detained for similar reasons. The was when Saniiro Matsudaira took the path of leading certain revolutionary sentiment against the government. He lead the revolutionary forces to a strategic military and political victory. It was then that the government collapsed and the Complex of Dejima was allowed to rise from the government's ruins. In the power vacuum that appeared in the government's fall, Saniiro Matsudaira was a popular leader among the figures of the civil war. He took advantage of the oppurtunity to form the framework of the new government (of which he leads) and founding the country's leading political party, the Dejima Republican Peoples' Party, a growing left-wing, democratic socialist political party. Saniiro Matsudaira is stylized as a socialist with grassroots leanings from the industry workers, but is also seen as a competent administrator.
