The question is unlikely to be resolved as the content of Vice City was written and locked several years before that of the rubbish prequel Vice City Stories. It has however been suggested that the corpse visible in the meat locker in Marco's Bistro in the opening cutscene to Vice City is Vic, and this checks out visually in many ways. If so, his death would pre-date the events in Vice City, and there is also no canonical material to establish how he could have ended up at Marco's, which is of course in Liberty City (GTA III series iteration).
