An executive order of the Charter Executive Board which was approved in 2694 CE that called for the cessation by the Charter Convention of the granting of new colonial charters. Under the terms of the order, exploration and survey missions were permitted to continue. The Boards, reasoning was that, with over one thousand worlds colonized, the Corporations needed time to consolidate their respective holdings and give the shareholders time to receive a more generous return on their investments. The Charter Convention of 2700 CE formally ratified the executive order. The Moratorium was repealed by the Charter Convention of 2750 CE, but the granting of charter deeds never again achieved the rates seen in the Auctions of the 2675 CE and 2685 CE prior to the Moratorium’s enactment.
