Up until Sasuke's battle with Itachi, Kirin was his most powerful technique. However, by the time he battled the Five Kage and Danzo, his most powerful technique was arguably the Susanoo, which he had developed over the course of using his Mangekyo Sharingan. After he met Hagoromo and obtained the Rinnegan, Sasuke gained the power to entrap the Tailed Beasts and absorb their chakra. This, along with the power he obtained from Hagoromo, led to him develop Indra's Arrow, which he stated was the most powerful technique in his arsenal.
