Sinai can mean multiple things, but "at Sinai" usually refers to Mount Sinai and specifically at the time when Moses received the Ten Commandments there after the exodus from Egypt. Because of the central importance of the events at Mt. Sinai, multiple locations founded by Jewish organizations are named after it, such as Mt. Sinai Hospital.
