In June the congress of Panama met with delegates of Mexico, Central America, Colombia, Peru, San Martín and the United Provinces and with observers of Great Britain and the United States. The Treaty and Mutual Defense Alliance are ratified which sets out the liberation of Cuba and Puerto Rico from Spanish hands and Santo Domingo from Haitian hands. Colombia and Mexico are the only countries that are interested in venturing it to the Caribbean, although Colombia leaving it clear that, given its gratitude with Haiti, the case of Santo Domingo would be postponed indefinitely.
