Charles Savage was born in Brightlingsea, Essex, England on 31 December 1888. He was the son of Stephen Charles Savage (1858-1919) and Eliza Alice Woods (1862-1925). Charles first appeared on the 1891 census with his parents (his father was listed as a mariner) and elder siblings Lillian (b. 1884) and Steave (b. 1887) at an address (Silcotts ?) in Brightlingsea. Another child, Winifred (b. 1883), was absent at the time. Winifred later married Titanic crewman Sidney Conrad Siebert. Savage was rescued in lifeboat 11.

On the 1901 census the family were resident at 110 Sidney Street, also in Brightlingsea. By the time of the 1911 census the Savage family were residing at 14 Lower Park Road, Brightlingsea; Charles was absent for this census. When Charles signed on to the Titanic, he gave his address as 8 Harold Road, Southampton, the same address given by his brother-in-law Sidney Siebert. His last ship had been the Rannoch and as a steward he would earn £3 15s per month. Savage was rescued in lifeboat 11. Charles continued his career at sea and, according to family, was a prominent member of the Brightlingsea football team. He was married in early 1932 to Edith Monica Brown (b. 1882 in London), a divorcee who had been married three times previously, twice to the same man, and who had two children. Charles and Edith emigrated around the mid-1940s to Canada and later settled in Port Alberni, British Columbia. Edith died on 23 March 1954. Charles himself died in Port Alberni on 21 May, 1957, aged 68.
