The incumbent center-right Independence Party of Howland led by Prime Minister Ben Goodwin sought a third term against the opposition center-left Howland Social Democrats led by Opposition leader Timothy Kelley. Independence was returned to government with 17 out of the 30 seats. This election was notable in that a candidate from neither of the two major parties was elected for the first time.
