On a visit to Bikini Bottom, Malleo and Weegee noticed that the underwater world was mainly ruled by the two combating armies, the Plankteegee Army, and the Krusty Krab Army. They brought this back to home, and after advice from Freegee, they decided to make their own underwater organization to keep underwater areas also under Weegee's control. They ended up seizing the United 'gees Underwater Territories, and kept some level of control on other places as well.
