He insists on sarcastically calling the prisoners "guests", and devotes himself carrying out the law not to its spirit, but "here in Friar's Keep, we follow the laws. To the letter." This can work in ZoĆ«'s favour, as when he observes Marcurian law that an independent witness be present for interrogation, or against her as when he rejects Kian's request she be released, citing Azadi orders to ship all prisoners to Sadir for trial. While he appears to have some disdain for the Azadi occupation, his bureaucratic instincts understand all too well the chain of command in Marcuria. While the Azadi soldier posted as guard and observer in the prison considers Murron an "asset to this facility and to the Empire", Kian believes him to be "a true example of why women should be the ones in positions of power."
