Synopsis
| - Waverider appears just as Hawk and Dove have broken up a mugging and first touched Hawk. In the future Waverider sees Hank has become a member of Monarch’s Peacemakers but is unhappy as the realizes that the Peacemakers are little more then updated Brownshirt thugs and Monarch just a tin-plated despot. When his superiors decide that Hank needs a little “re-education” he turns into Hawk and confronting Monarch reveals that all this time he has been slowly and carefully building up his powers to become more powerful. Despite all his added power, Hawk starts to lose the fight when Dove rescues him by bringing him over to another dimension where she’s been hiding and building a resistance against Monarch.
Waverider touches Dove but her link to Order allows her to sense him and realizes what he is doing. Taking control of Waverider’s powers she shows him a series of futures resulting in him to conclude that "No matter the future they fought him but never became him."

| - * This issue is part of the Armageddon 2001 crossover event.
* This issue created problems with the eventual reveal as Dove's power interacted with Waverider's allowing him to see a multitude of future. Waverider concludes "No matter the future they fought him but never became him." effectively eliminating both Hawk and Dove as viable candidates for becoming Monarch in any future.
