Eventually the island was raised by locals incited by Caesar by orders of Ray Jack Montero. Tony Chu was on the island investigating the Gallsaberry and was able to successfully evacuate some of the captives such as Chow and Amelia Mintz (Chew).
Later, The Church of the Divinity of the Immaculate OVA moved onto the island with E.G.G. Terrorists. They were lead by the Church's second-in-command, Brother Oscar Chalaza. When the U.S. Navy attempted to usurp Chalaza from power, his bodyguard fought back until Tony Chu was able to subdue him.
