Among his warnings were that Starfleet was planning on confiscating civilian-owned phasers from Bajoran citizens. Heeding this erroneous warning, a Bajoran assassin killed and wounded several Federation diplomats on Bajor believing "the Starfleets were coming to take our guns away."
