In the early 22nd century, the planet suffered from massive corruption problems caused by powerful criminal factions. In 2122, when the ruling government wanted to forge better relations with the Vulcan government, they asked the Vulcans for assistance. To accomplish this goal, the Vulcans dispatched 109 surgically-altered agents who infiltrated the most criminal groups with the aim of toppling them.
