Rumours in Light's Reach suggest that the Sovereign Prince has recently developed concerns about the Order of the White Dragon, in spite of those who advise that such an organization would be a benefit to the Empire. It would seem that the Prince has since placed faith in these personal concerns, which lead to the reason for the suspension of the formation of the Noble Order. There are suggestions that an alternate approach that would see the Imperial Tribunal adopting and structuring an official Imperial Cult that could be supervised by the Imperial Law is being considered.

There are also rumours that a suggestion to expand the number of active officers of the Imperial Watch to 20,000, and a suggestion to expand the number of active officers of the Imperial Tribunal to 500, have also been lodged for consideration. Scholars suspect that if the Imperial Tribunal does decide to adopt the Imperial Cult as a "state religion" organization, the Priests and associated retinues that they recruit would be closely supervised and monitored as an Imperial Organization, perhaps adopting the revised dogma that the Order of the White Dragon had drafted, though lacking any militant roles. The role of the Imperial Cult would be to advise on matters of faith relating to the pragmatic teachings of the dogma of the Order of the White Dragon, but would act only as a foundation for a direction of faith, allowing people to find their own feet in spiritual matters. The Imperial Watch (and the Imperial Tribunal) would still assume the role of dealing with deviants of the Shadow, as they have always done. As rumours and news often do, it will only be a matter of time before these reports and suggestions leave Light's Reach to spread around the Empire by word of courier and bard.
