He became a Municipal Reform Party councillor representing the City of London in April 1942 when he was co-opted to fill a casual vacancy. He held the seat at the 1946 county council elections, but resigned from the council in October 1947. His grandfather had sold the department store business he had founded and bought a racehorse stud at Shadwell, Norfolk. In 1946 Harold's father died and he inherited the stud, and devoted himself to the breeding of racehorses.
