As long as the playerbase can gather enough to summon the instance, the dragon will be summoned. However, each character has a cooldown of 24 hours. This means that if a player has 3 characters on his or her account, he or she may enter the Dragon Cave 3 times, once per character, in a 24 hour time period. There are no known requirements for entering a Dragon Cave, except that there must be and can only be 15 players entering one Dragon Cave at the same time. If a realm has chosen the wish to kill another realm's dragon it will not have any ill effect on that enemy realm. However, the realm granted the wish may not enter that Dragon Cave if they are missing any of their own relics. The relics do not interfere with any other aspects of the Dragon Caves.
