It originally started out as a port of Nintendo's Popeye arcade game, but Nintendo refused to allow them to port it to a competing console. Instead, the game was rebuilt and sold to U.S. Gold who agreed to publish it. U.S. Gold intended to have Tiertex develop the game, but Cor-Son refused to avoid making a poor first impression in the gaming market.
