The Combined Fleet of Righteous Purpose was a major naval unit of the Covenant Empire. Originally created as a key battle fleet of the Sangheili Empire during the Sangheili-San'Shyuum War, Righteous Purpose survived the conflict and was incorporated into the new Covenant Navy in 852 BCE. In its lengthy service as a Covenant fleet, Righteous Purpose participated in several wars and events, ultimately becoming politically significant in its own right. | - The Combined Fleet of Righteous Purpose was a massive Covenant fleet during the final stages of the Human-Covenant war and the Great Schism. It was responsible for guarding a portion of the outlying Covenant empire. Led by the Imperial Admiral Xytan 'Jar Wattinree, the armada was composed of at least two hundred vessels and four smaller fleets. During the Great Schism, the fleet was under the control of the Sangheili. The fleet met with as many other Sangheili-controlled ships as possible at the outpost world of Joyous Exultation to plan a massive counter-offensive against the Jiralhanae and to compose a strategy to defeat the Humans after the civil war concluded. To the end of the latter goal, a number of ships from the fleet left with the Incorruptible for Onyx. Moments later, much of the fleet and the planet itself were destroyed by a NOVA bomb on the flagship- the CSO-class supercarrier Sublime Transcendence. However, due to the large size of the area of space that the fleet was occupying, about two-fifths of the fleet were out of range and survived. Some of these ships went out and reinforced the remaining fleet at Onyx, while the rest likely went to defend Sanghelios. The vessels that traveled to Onyx were later annihilated by the world's defending Sentinels. The Jiralhanae, knowing that Joyous Exultation would serve as an anchor point for the Separatist forces, intended to lay siege to the planet. By the time they arrived, however, both the planet and the fleet had been destroyed. The fleet lost many ships due to the NOVA bomb and later engagements with the UNSC and Forerunner Sentinels at Onyx. Due to these losses, the leaders of the Covenant Separatists came to the realization that they were outmatched by the Jiralhanae Loyalists and would be destroyed without aid. Upon hearing that the Arbiter, a figurehead of their movement, had allied with Humans on Installation 05, the greater movement accepted this alliance and became united with the UNSC in their shared goal of vengeance against the Jiralhanae and the Prophets.

This proved the fleet's undoing, however, as a human superweapon obtained from Reach was brought to the fleet and accidentally detonated. The resulting explosion wiped out most of the fleet, totally destroying the core ships and commanders, including the Imperial Admiral. Of the survivors of the disaster, practically all were lost in the subsequent Battle of Onyx; of those who had departed prior to the catastrophe, most integrated into various remnant factions shortly thereafter.
