After an intense shootout, six gang members are killed. In retaliation, the gang warlords swear a blood oath against the citizens of Los Angeles and more importantly, the LAPD. The gang drive through the suburbs of Anderson and murder several random civilians, including a telephone repair man who is left dangling from the phone line. The lead warlord intercepts an ice-cream van and takes the driver hostage. Just down the road, a man named Lawson picks up his daughter from his estranged wife, and allows her to go and buy an ice-cream. The ice-cream man tries to warn her, but he is beaten to the ground by the other gang members while the warlord shoots the girl. Lawson witnesses them killing the ice-cream man and taking some ice-cream for themselves. In a state of shock, Lawson retrieves a gun from his car and fires at the gang, killing one member. The gang chase Lawson, who flees into a nearby police station. However, Precinct 13 is about to be decomissioned, and there is only a skeleton crew on duty, comprised of Captain Marcus Chaney, Sergeant Ethan Bishop, secretary Iris Ferry, and psychiatrist Julie Sabian. Lawson bursts in waving a gun around and babbling incessantly, so he is placed in a cell by Bishop. At the same time, a prison bus commanded by Starker is passing by, transporting three criminals; a convicted killer named Napoleon Wilson, on his way to Death Row, a counterfeiter named Smiley and an addict named Beck, who is suffering from withdrawal symptoms. Starker has the bus pull over at Precinct 13 for medical help. As they arrive, there is an intrusion by armed gang members, who kill the driver and fatally shoots Starker. The criminals are locked in the cells as the police officers retreat inside. They soon realize that they are all trapped inside the building with all communications jammed by the gang members. The warlord has the electricity cut. Knowing they are outnumbered, Bishop authorizes the release of the prisoners to help them survive until dawn. Lawson reveals that he is able to hotwire a car and Julie is chosen to escort him outside to attempt an escape. However, a gang member sits up in the backseat and shoots Lawson dead. Julie is brought before the warlord, who asks how many people are inside the precinct. She defiantly replies "a hundred" and the warlord compliments her on her bravery before shooting her in the head. Smiley and Beck devise a plan to try and escape over a nearby fence. They reach the perimeter, but are shot to death by the gang. They then rally together and prepare for a final assault. They rush the precinct, forcing Bishop, Wilson and Iris to retreat into the basement. Chaney stands between the basement and the front door, bravely facing the gang as they storm into the building. He is subsequently killed, but manages to kill several gang members before succumbing to his wounds and dying. The gang then descend on the heroes, and Wilson is shot and wounded. Bishop and Iris climb onto a service hatch to ground level, and Wilson forces them to leave at gunpoint. Just as the warlord enters the basement, Wilson shoots several tanks of acetylene gas, which causes an explosion that blows the basement apart. Meanwhile, off-duty officer Capra discovers the dangling body of the telephone repair man and alerts the rest of the police force, who arrive at Precinct 13 to find it in flames, with dead gang members strewn everywhere. As Bishop and Iris make their toward an ambulance, she remarks that she hardly recognizes the battle-hardened Bishop of the night, and he replies "Get used to it."
