Doctor Genocide though it would be funny if he could turn it into a weapon that would actually benefit the Psi Insurrection Force, so he kept it for a while until the Cytrons and Reigovauts started their activities. Doctor Genocide saw this as the perfect opportunity to gain influence for the PIF, so he built Killwli.
