The Progressive Alliance for Canada (PAC) was a populist, conversative trade unionist movement started in 1978 by Brian Mulroney, at the time a lawyer. Beginning as a demand to allow workers at the Lester Pearson Airport in Toronto to bargain with the state ownership, the PAC emerged as a nationwide movement advocating democratic rights, the sale of state industries and widespread workers' opposition to the Communist regime. The Progressive Alliance was legalized in 1987 and Mulroney released from prison in December of that year along with other political prisoners. The PAC was officially disbanded in 1990, with Mulroney by then Prime Minister of Canada as the head of the Progressive Conservative Party.
