The juniormost seamen aboard would normally be sent to the Deck Department to "learn the ropes." While much has changed, the traditions remain in that a "Deck Officer" is learning the core competencies of shipboard life and operations. Deck Officers are generally not eligible for command or supervisory roles on a permanent basis, but like a Midshipman may be placed in command positions to give them practical command experience. Their authority, especially after being promoted to Deck Officer, First Class, becomes more tangible. Even so, they can still only take command in an emergency situation when no higher ranking officers are available. Time spend in each Deck Officer rank is also short. Upon promotion to Deck Officer, First Class, the cadet is deemed ready take final OJT tests and receive their commission, both of which require waiting for the next testing and promotion cycles. It should be noted that the Deck Officer is not an Ensign just because he is ready, or because they passed their tests, but must await the commission and promotion to Ensign.
