All first ministers are members of the National Catholic Congress though this does not mean all are unified under one leader. Many factions have formed from the congress. Many categorise them under: liberals, conservatives, workers, religious, social democratic and to some degree some people have been described as communists though this has been denied by the congress as socialism is the one political ideology banned under the constitution. The first minister can serve for as long as he/she likes but must command majority in the congress. This is to ensure there election when the first ministry election takes place. She/He is then nominated and then appointed by the Cardinal though the Cardinal can refuse to appoint the First Minister but this is likely to never happen. The first minister once elected then serves up to 7 years were he/she must run for re-election. He/She can only be removed if a vote of no confidence is passed by the Council of Bishops or the Cardinal removes them. This has only happened twice with Howard Mortimor and Richard Dawson.
