DDF for this attack is the defender's intelligence relative to Fair, thus similarly with Psi, Fair intelligence would mean a DDF of 0, while Mediocre Intelligence would mean a DDF of -10. Psi resistant does add to intelligence for the purposes of this calculation. Backlash: In the case of failure, damage is done to the psionist. The Calculation is DDF+difference in rolls*10-ODF (this is an inverse of the normal damage calculation, so DDF is still calculated for the intended victim, and ODF is still calculated from the would have been attacker.
