Brutal Finish is a paragon-tier feat, introduced as part of gladiator-themed feats in Dragon Magazine 56 article We Who Are About to Die... by Robert J. Schwalb. It is available to characters with a Charisma of 17 or with training in Intimidate. When the character reduces an enemy to 0 hit points by using an encounter or daily attack power, each adjacent enemy takes a -2 penalty to its Will defense until the end of your next turn.[Dr368:58] Character optimization forums have not analyzed this feat, although it has been seen as a component in some builds.
