There's some evidence that Fenario is in a different world from Dragaera, as the Gods define "world". Once a god is killed, that god can no longer manifest in that world. Verra can manifest in Dragaera (as in Issola_(book), but can no longer do so in Fenario. Other hints of this include the impossible cliff and endless plains between the realms (note how Deathgate Falls also is a world barrier). Recall also that Bolk was unable or unwilling to cross an unseen barrier in the forest between Fenario and Dragaera.
