Max Klizer is, along with Eddie Kaye, an illegal arms supplier to the highest bidder. Klizer is always well-dressed and is presumably highly educated. He conducts business in a luxurious office decorated with priceless antiques as well as rare and unusual firearms. In the manner of a suave international businessman, Klizer handles the sales and marketing end, while the tougher Kaye handles distribution. Klizer agrees to sell the weapons wholesale to Burnett and Manyeri. However, Sean Carroon and Bunny Berrigan later purchase two of the missiles for double retail on short notice, prompting Klizer to instruct Kaye to hold back two of the five Stingers promised to Burnett and Manyeri. Burnett challenges Kaye on the quality of the hardware, provoking Kaye to blow up Burnett's Ferrari Daytona as a demonstration of the weapons' effectiveness. Burnett and Manyeri pay another visit to Klizer, demanding to know who purchased the two missiles out from under them. Klizer claims that all his sales are confidential; however, Burnett proceeds to break Klizer's priceless antiques until the dealer acquiesces and provides Carroon's name to Burnett, providing conclusive evidence of Carroon's continuing terrorist activities.
