Warren Toomey was hired by the state to run the Bates Motel sometime after Norman Bates was institutionalized for the murders of Marion Crane and Milton Arbogast. Toomey found the only way to make the motel profitable was to rent by the hour to people who used the rooms for sexual encounters and illegal drug use. When Norman was released and returned home, he was shocked to find his business had become an "adult motel." He fired Toomey.
