Gottlieb is perhaps most notable in the context of the lacrosse case for the "Gottlieb memo". Other actions Gottlieb took in the case were overseeing the identification procedure where Crystal Gail Mangum identified her alleged attackers. This procedure violated several of the statewide standards for lineups including allowing it to be supervised by Gottlieb, instead of an officer unfamiliar with the case. In defending their decision to conduct a procedure that violated the statewide standards for lineups, the Durham police claimed that the procedure was not a lineup -- that having Mangum identify her alleged attackers was not the intent of the procedure, even though it was used for exactly that purpose.
