He was sworn in by Mayor Gavin Newsom on November 8, 2006 to a four year term on the Treasure Island Development Authority Board of Directors; he is a resident of the Treasure Island Neighborhood of San Francisco. Stephens was elected President and Chair of the Authority in July 2008. Stephens was elected 2008 as the National Committee Person of the California Young Democrats and previously served in 2007 as the elected Parliamentarian. He served as president of the San Francisco Young Democrats organization from 2004 to 2006. He also has been on Board of Directors of the Alice B. Toklas LGBT Democratic Club since 2004. Owen Stephens was a 2004 candidate for Democratic Party County Central Committee of the City and County of San Francisco, California. Stephens was endorsed by State Assemblymember Mark Leno, San Francisco Treasurer Susan Leal, D.A. Kamala Harris, San Francisco City Attorney Dennis Herrera, and supervisors Bevan Dufty and Fiona Ma. He lost the election, wherein he garnered 5,298 votes. He was raised in rural Murphys, California in the Sierra Foothills.
