You have manpower. The manpower you have is the 75% of men population. Each turn, you get +6% of your base manpower. Example: Mexico has 54000000 of mens. The 75% of that is 40,500,000. This is the maximum of troops you can recruit. This quantity is the same number of recruits that will replenish your lines if you get loses in a battle. Each 7,500 troops have the cost of 2,000 money. You can recruit the amount of soldiers you want, but you must know that you shouldn't do it.
