The Imperial Business Security Act was masterminded between Supreme Moff Sevrus and Ralth Yeona that came into force in 21 ABY. The Imperial Remnant had the manpower and natural resources needed to effectively equip and rebuild it's military might, yet the Chimerea Accord prevented too much expenditure to be used, which in effect meant the Imperial Remnant could never hope to rebuild enough to protect itself from the New Republic. With military expenditure being reduced across the galaxy, brigands and pirates were becoming a nuisance but it fell down to individual systems and local governments to provide adequate protection.

The criminal underworld rose sharply as now without war, the need for constant security was reduced. The Act enabled companies/business' and governments to fund for specific military protection. Most companies had the ability to afford space vessels, but not the necessary crew and so the Imperial Remnant enabled their navy crew to be used in such a manner. The specified client provides funding for the military craft and for the payroll and maintenance of the crew. The task of a company having to find contracts to build ships, cut deals, find crew, train them, and maintain had been cut drastically in both time and credits. The first wave of companies to benefit from the scheme were mainly logistical, with vessels to protect freighter and cargo craft, but it quickly spread to other interplanetary trading. Vessels and vehicles contracted out held a special identifier that brought them into what is known as the Imperial Business Security Fleet (IBSF). Whilst the Act has proven to be popular for the use of navy material, there has been a small interest within that of the army. A department was created using the same name as the Act in order to process all the administration and coordinate with the Imperial Navy for deployment of forces. 8v88 was such administrator brought in to manage the act. Unbenowst to many, the Act has allowed the Imperial Remnant to aggressively advance their military capabilities within the terms of their treaty, which bring speculation to whether the inaction on the New Republic's part is due to no law being broken.
