The base was originally located in Paradise, however after being utterly destroyed by a sociopathic man in his attempt to kill the Thunder Beast Pirates, it was later moved to the New World. Due to this incident, the base itself gained a new design, and became more heavily fortified, even gaining the reputation of inescapable. The base is currently run by Vice Admiral Rei Senkou.
