However, the Cabinet, led by the Chancellor of the King's Council (the head of government), holds actual power and makes executive decisions, either in its own right or by giving (generally binding) advice to the King. The Cabinet is composed of various Ministers, each responsible for different areas of policy. Minister are appointed by the King on the Chancellor's advice. The Cabinet must have the confidence of the Popular Assembly to continued to government. Together, in Cabinet, the Ministers act as a collective decision-making authority, although the Chancellor is clearly the dominant figure, being responsible for appointments and the general direction of policy, as well as the public face of the Cabinet. Members of the Cabinet are expected to publicly support Cabinet decisions regardless of their personal views, and keep discussions confidential. Every week, the Cabinet meets in the Palace of the King's Council in Telapolis, although extraordinary sessions can be called by either the King or the Chancellor. All Ministers are expected to attend.
