  • Rick Toby was a regulator for the New American Republic. Rick Toby was a look out on the west side of the N.A.R's stronghold-town Tunnel-Through in Oklahoma, on January 14th, 1954, he alerted, his commander, Tom Hunter and, then his leader, Judge George Ramsey of a mysterious man leading a Death Squad platoon of Stalkers and Chimera towards the N.A.R's stronghold. After informing his commanding officers, Toby was led out of the room, from here, he either died during the Second Battle for Tunnel-Through like the rest of the citizens of the stronghold or, if he returned to his post he probably survived the ordeal.
