The level of Resource Buildings determine the Resource recharge rate for each storage bins for all players in The Town. The Primary Boost provides an immediate flat amount of resources to your Storage Capacity. These resources will stop at your Storage Capacity and any resources gained beyond your Storage Capacity will not roll over after you have spent resources of that type. The Secondary Boost increase the Resource generation of each bin of the corresponding Resource type.

When you invest in a Resource Building (such as the Sawmill), you are also given some amount of the resources the building produces. This is on top of the bonus rate per hour. If you invest from 0 to the maximum to level the building to the next level, you gain quite a bit of the resource. If you invest only a little, you get a smaller, proportionate amount. For this reason, one trick is to invest when you run low on a resource. You can top yourself off -- or partially top off -- as you go. If you invest all at once, you might over-invest and not have enough storage to hold the number of resources you would just get. So feel free to invest a few thousand gold at a time.
