However, in late 2375, the Breen ally themselves with the Dominion and begin taking on much of responsibilities previously held by the Cardassians, causing the war to heat up once again. Breen forces later attack Earth in the Raid on San Francisco. Although most of the warships are destroyed before reaching their target, San Francisco suffers severe damage. The daring act is a major blow to Federation and Alliance morale. The damage will be repaired by the spring of 2376. Shortly thereafter, Damar, the leader of the Cardassian forces under the Dominion, begins active resistance against his former allies by founding the Cardassian Rebellion. Though the rebellion will eventually be crushed, the spirit of the effort is not forgotten as Cardassian citizens began to rise up against the Dominion. The Jem'Hadar are instructed to begin destroying Cardassian cities in response. Millions of people, Damar included, are killed in the revolt. The Cardassian fleet then allies itself with the Federation, the Klingon Empire, and the Romulan Star Empire and the allies take control of the Cardassian system at the Battle of Cardassia. The Female Changeling subsequently orders Dominion forces to surrender, finally bringing the war to an end.
