August 25, 2004 I appreciate the leadership of Council members today to sustain my veto of the cooperation agreement as amended by City Council. All of us, including the Governor and members of the ICA Board, agree with the need for diversity on the ICA Board to properly represent our community. Further, we all agree that we must have cooperation between the City, the ICA, the Act 47 team and the General Assembly if we are to succeed in our effort to modernize Pittsburgh’s badly outdated tax structure. However, as important as these issues are to our City, it would be inappropriate to formalize them in the document that will govern the City’s relationship with the ICA for years to come.

However, as important as these issues are to our City, it would be inappropriate to formalize them in the document that will govern the City’s relationship with the ICA for years to come. It is my hope that Council will now move swiftly to adopt the new cooperation agreement presented at today’s meeting, which will allow us to move forward in a cooperative spirit with the ICA to create a modernized, fair, broad-based tax structure to ensure the fiscal health of our City.
